The second aim of the review was to determine the contribution of the projects to the objectives of the TEN-ISDN/Telecom action (see the section above).

At its second meeting on July 15-16 the Committee discussed: the report to the European Parliament on the 1998 exercise (required by annex I, paragraph 4 of the guidelines); the scope and timetable for the revision of the TEN-Telecom work programme; the TEN-ISDN guidelines evaluation (required by article 10 of these guidelines); the TEN-Telecom guidelines evaluation and revision, delivering in particular its opinion on the outline terms of reference for the evaluation of the TEN-Telecom action (in accordance with article 8(2) of these guidelines decision).

This pilot project should be continued and extended to include a new component for the construction of safe parking places, placed along the pan-European transport corridors and Trans-European Network (TEN) priority projects in the newest Member States situated in the south-eastern part of the European Union; recalls the importance of the preparatory action on control posts in relation to the transport of animals (17 04 03 03) given the sharp increase in trade in breeding stock between the EU and the Russian Federation;

21. Considers that with the accession of ten new Member States, special attention must be paid to strengthening European citizenship and to consolidating a European area of security, freedom and justice; states in particular the need to reinforce the common immigration/migration policy, and to accelerate the setting-up of SIS (Schengen Information System) II and the Visa Information System; expects the Commission to submit to Parliament a proposal for a Council decision establishing the Visa information System by 31 July 2004 at the latest; calls on the Commission to clarify its political approach on the preparatory action on the financial support for the return of illegal immigrants, the European Refugee Fund and the likely overlaps with the European Social Fund and the Community initiative Equal; will also, in the light of the budgetary constraints under heading 3 for the years 2005 and 2006, refrain from any budgetary decision until these questions are resolved;
21. considère que, avec l'adhésion de dix nouveaux États membres, une attention particulière doit être accordée au renforcement de la citoyenneté européenne et à la consolidation d'un espace européen de sécurité, de liberté et de justice; estime en particulier qu'il est nécessaire de renforcer la politique commune en matière d'immigration/de migration et d'accélérer la mise en place du SIS II (Système d'information Schengen) et du VIS (Système d'information sur les visas); attend de la Commission qu'elle lui soumette, pour le 31 juillet 2004 au plus tard, une proposition de décision du Conseil établissant le système d'information sur les visas (VIS); demande à la Commission de préciser son approche politique en ce qui concerne l'action préparatoire relative au soutien financier pour le retour des immigrés en situation irrégulière, le Fonds européen pour les réfugiés et les chevauchements possibles avec le Fonds social européen et l'initiative communautaire EQUAL; s'abstiendra également de toute décision budgétaire jusqu'à ce que ces questions soient réglées, compte tenu des contraintes budgétaires pesant sur la rubrique 3 pour les exercices 2005 et 2006;
