IN-CONTEXT TRANSLATIONS

This priority network should be distinguished by full interoperability (i.e. implementation of European Rail Traffic Management and all other Technical Specifications in the railway sector; implementation of the Single Sky policy and the ATM Master Plan; interoperability in other ITS sectors) and, furthermore, target agreed capacity standards for all infrastructure components involved (Currently, the TEN-T Guidelines only include target standards in the inland waterway sector.) Other Community action that interrelates with infrastructure design – such as the possible introduction of larger and heavier road vehicles or intelligent motorways – should also be taken into account.

At its second meeting on July 15-16 the Committee discussed: the report to the European Parliament on the 1998 exercise (required by annex I, paragraph 4 of the guidelines); the scope and timetable for the revision of the TEN-Telecom work programme; the TEN-ISDN guidelines evaluation (required by article 10 of these guidelines); the TEN-Telecom guidelines evaluation and revision, delivering in particular its opinion on the outline terms of reference for the evaluation of the TEN-Telecom action (in accordance with article 8(2) of these guidelines decision).

As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.
En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. The TEN-Energy Guidelines Committee met on 7 April to discuss the exchange of information on the progress of the projects of common interest (Doc. Committee on TEN- Energy N° 2000/1); the draft Commission Decision defining the specification of the projects of common interest (Doc. Committee on TEN-Energy N° 2000/2); and a draft report of the Commission on the implementation of the TEN-Energy Guidelines (Doc. Committee on TEN-Energy N° 2000/3), on possible future modifications to those Guidelines, and on new projects to be included in the list of projects of common interest.

In terms of future investment in European infrastructure, the implementation of 30 priority transport projects identified by Parliament and Council in the Trans European Network (TEN) transport guidelines as well as the implementation of the Quick-start cross-border projects for transport, energy and broadband communications identified under the European Initiative for Growth should be considered a priority.

The new TEN-T guidelines should be given the budgetary and regulatory means necessary for their achievement.

(23a) Union legislation on the TEN-T Guidelines should guarantee that Union infrastructure projects will also adequately take into account the environmental and biodiversity aspects whilst delivering measurable steps towards a low-carbon, climate-resilient and resource-efficient economy. Trans-European transport networks should contribute to the achievement of the objectives of the Europe 2020 strategy and favour the transition towards a low-carbon economy.

It is important that the TEN-E guidelines should, among other thematic areas, cover the establishment and construction of infrastructure for the supply of energy to help reduce CO2 emissions in transport.
