At its second meeting on July 15-16 the Committee discussed: the report to the European Parliament on the 1998 exercise (required by annex I, paragraph 4 of the guidelines); the scope and timetable for the revision of the TEN-Telecom work programme; the TEN-ISDN guidelines evaluation (required by article 10 of these guidelines); the TEN-Telecom guidelines evaluation and revision, delivering in particular its opinion on the outline terms of reference for the evaluation of the TEN-Telecom action (in accordance with article 8(2) of these guidelines decision).

The TEN-Energy Guidelines Committee met on 7 April to discuss the exchange of information on the progress of the projects of common interest (Doc. Committee on TEN- Energy N° 2000/1); the draft Commission Decision defining the specification of the projects of common interest (Doc. Committee on TEN-Energy N° 2000/2); and a draft report of the Commission on the implementation of the TEN-Energy Guidelines (Doc. Committee on TEN-Energy N° 2000/3), on possible future modifications to those Guidelines, and on new projects to be included in the list of projects of common interest.

One opportunity to present the details would obviously be the next revision of the Trans-European Transport Network (TEN-T) Guidelines [18] by the end of 2003.

Expresses strong regret at the delay in the TEN-T guidelines and the airport package proposals; welcomes the White Paper on the Future of Transport and urges the Commission to come forward with the legislative proposals envisaged therein as soon as possible; considers that an integrated and interoperable European railway market still remains to be achieved, and believes that priority shall be given to timely revision of the TEN-T guidelines in order to develop a comprehensive multimodal transport network with efficient co-modality and interoperability; asks the Commission, therefore, to bring forward a legislative proposal on the railway sector and on the extension of the competences of the European Railway Agency in the field of certification and safety; insists there is a pressing need for better financing of the TEN-Ts and for improving coordination via cohesion funding;

The rapporteur agrees with this approach but would like to obtain a guarantee that the consultation process for the new ten-year guidelines and their first implementing Regulation can be started sufficiently in advance to allow for a proper involvement and consultation of partner countries, EU institutions, including the European Parliament, and non-state actors. An amendment in this sense has been proposed.

16. Expresses concern at the fact that, if the revision of the TEN-T guidelines were to concentrate on existing bottlenecks, as announced by the Commission in its work programme for the year 2000, the revision would essentially concern the central regions of the Union, which are those mainly affected by congestion problems and would assign only secondary importance to the situation of the peripheral and outermost regions;
16. s'inquiète du fait que, si la révision des lignes directrices des RTE-T devait "se concentrer sur les goulets d'étranglement encore existants”, comme l'a annoncé la Commission dans son programme de travail pour l'année 2000, la dite révision concernerait essentiellement les régions centrales de l'Union, qui sont principalement touchées par les problèmes d'engorgement, et ne prendrait en compte qu'accessoirement la situation des régions périphériques et ultrapériphériques;
