TRADUCTIONS EN CONTEXTE

strongly supports the Commission's proposal to increase the allocation to European territorial cooperation (ETC) to EUR 11.8 billion, instead of 8.7 billion under the current programming period; recalls the added value of ETC towards European integration and territorial cohesion, thanks to the minimisation of the negative effects of borders, the improvement in policy efficiency, the improvement of quality of life, the reinforcement of capacity building as well as the promotion of trust and mutual understanding; therefore regrets the 3 billion cut proposed in the draft European Council conclusions of 22 November, as well as the reintroduction of the 150 km requirement for cross-border cooperation, in the case of maritime borders; however, welcomes the fact that the Council draft conclusions align with the CoR's call and EP position on the need to increase the co-financing rate to 85 % for ETC programmes;
appuie fermement la proposition de la Commission de porter la dotation de la coopération territoriale européenne (CTE) à 11,8 milliards d'euros au lieu des 8,7 milliards prévus dans l'actuelle période de programmation; rappelle la valeur ajoutée de la CTE pour l'intégration européenne et la cohésion territoriale, grâce à la minimisation des effets négatifs des frontières, à l'amélioration de l'efficacité des politiques, à l'amélioration de la qualité de vie, au renforcement de la construction de capacités ainsi qu'à la promotion de la confiance et de la compréhension mutuelle; regrette dès lors la réduction de 3 milliards proposée dans le projet de conclusions du Conseil du 22 novembre ainsi que le retour à l'exigence des 150 km pour une coopération transfrontalière dans le cas des frontières maritimes; se félicite toutefois que le projet de conclusions du Conseil s'aligne sur l'appel du CdR et la position du PE quant à la nécessité d'accroître le taux de cofinancement en le portant à 85 % pour les programmes de CTE;

Stresses that multi-level governance allows better exploitation of the potential of territorial cooperation thanks to the relations developed among private and public actors across borders; urges those Member States which have not yet done so to adopt as soon as possible the necessary provisions allowing the setting up of European Groupings of Territorial Cooperation; recommends that the Commission promote exchange of information between the EGTCs already created and those in the process of being set up in the framework of existing programmes; congratulates the Committee of the Regions on the quality of its work on EGTCs and calls for its available instruments, in particular its Lisbon Monitoring Platform and its Subsidiarity Monitoring Network, to be used to promote the exchange of best practices between regions and Member States with a view to the joint identification and determination of objectives, subsequent planning actions, and, finally, a comparative evaluation of the outcomes of cohesion policy;
souligne que la gouvernance à multiniveaux permet de mieux exploiter le potentiel de coopération territoriale grâce aux relations développées entre acteurs privés et publics au-delà des frontières; invite instamment les États membres qui ne l'ont pas encore fait à adopter le plus rapidement possible les dispositions nécessaires permettant la création de groupements européens de coopération territoriale (GECT); recommande que la Commission se charge de promouvoir l'échange d'informations entre les GECT déjà créés et ceux en cours de création dans le cadre des programmes existants; salue la qualité du travail effectué par le Comité des régions sur la question des GECT et demande la mise en œuvre des instruments dont dispose ce dernier, en particulier le suivi de la stratégie de Lisbonne et le réseau de monitorage de la subsidiarité, pour promouvoir l'échange de bonnes pratiques entre régions et États membres, en vue d'identifier et de déterminer conjointement les objectifs et les actions de planification nécessaires et, au final, de réaliser une évaluation comparative des résultats de la politique de cohésion;

In this regard, I thank the rapporteur for including in the compromise amendments requests relating to the particular challenges facing the outermost regions in terms of accessibility and competitiveness, which are vital aspects of territorial cohesion.
À cet égard, je remercie le rapporteur d’avoir repris dans ses amendements de compromis les demandes relatives aux défis spécifiques auxquels sont confrontées les régions ultrapériphériques en termes d’accessibilité et de compétitivité, éléments incontournables de la cohésion territoriale.

After thanking several CoR members for their collaboration, Sir Albert Bore, the former CoR president, Ramon Luis Valcarcel (ES-EPP), president of the region of Murcia and author of a report on territorial cohesion, Michael Schneider (DE-EPP), author of the interim report on cohesion, Raffaele Fitto (IT-EPP), president of the region of the Apulia and Jean-Claude Van Cauwenberghe (BE-PES), authors of the outlook report on the future management of the Structural Funds (July 2003), Michel Barnier stated that future cohesion policy would be geared to achieving three priorities:
