By adopting the status of overseas country and territory, Saint-Barthélemy would enter into a new reciprocal and lasting partnership with the European Union that suits its specific characteristics without prejudicing its membership of the European family.
En adoptant le statut de pays et territoire d'outre-mer, Saint-Barthélemy s'inscrit dans un nouveau partenariat réciproque et durable avec l'Union européenne, qui répond à ses particularités, sans pour autant remettre en cause son appartenance à la famille européenne.

In accordance with the provisions of European Council Decision 2010/718/EU (1), the island of Saint-Barthélemy ceased to be an outermost region of the European Union with effect from 1 January 2012 and gained the status of overseas country or territory referred to in Part Four of the Treaty on the Functioning of the European Union (TFEU).
Conformément aux dispositions de la décision 2010/718/UE du Conseil européen (1), à compter du 1er janvier 2012, l’île de Saint-Barthélemy a cessé d’être une région ultrapériphérique de l’Union européenne en ayant accédé au statut de pays ou territoire d’outre-mer visé dans la quatrième partie du traité sur le fonctionnement de l’Union européenne (TFUE).

Your rapporteur believes that this change in status satisfies the needs and special characteristics of the territory of Saint-Barthélemy without prejudicing the interests of the European Union, and therefore proposes that Parliament approve the Commission proposal.
Le rapporteur considère que ce changement de statut répond aux besoins et spécificités du territoire de Saint-Barthélemy, sans pour autant porter atteinte aux intérêts de l'Union et propose donc d'approuver la proposition de la Commission.

It is therefore proposed that Annex IA to Council Decision 2001/822/EC be amended to include a new indent adding Saint-Barthélemy to the list of overseas countries and territories.
