strongly supports the Commission's proposal to increase the allocation to European territorial cooperation (ETC) to EUR 11.8 billion, instead of 8.7 billion under the current programming period; recalls the added value of ETC towards European integration and territorial cohesion, thanks to the minimisation of the negative effects of borders, the improvement in policy efficiency, the improvement of quality of life, the reinforcement of capacity building as well as the promotion of trust and mutual understanding; therefore regrets the 3 billion cut proposed in the draft European Council conclusions of 22 November, as well as the reintroduction of the 150 km requirement for cross-border cooperation, in the case of maritime borders; however, welcomes the fact that the Council draft conclusions align with the CoR's call and EP position on the need to increase the co-financing rate to 85 % for ETC programmes;
appuie fermement la proposition de la Commission de porter la dotation de la coopération territoriale européenne (CTE) à 11,8 milliards d'euros au lieu des 8,7 milliards prévus dans l'actuelle période de programmation; rappelle la valeur ajoutée de la CTE pour l'intégration européenne et la cohésion territoriale, grâce à la minimisation des effets négatifs des frontières, à l'amélioration de l'efficacité des politiques, à l'amélioration de la qualité de vie, au renforcement de la construction de capacités ainsi qu'à la promotion de la confiance et de la compréhension mutuelle; regrette dès lors la réduction de 3 milliards proposée dans le projet de conclusions du Conseil du 22 novembre ainsi que le retour à l'exigence des 150 km pour une coopération transfrontalière dans le cas des frontières maritimes; se félicite toutefois que le projet de conclusions du Conseil s'aligne sur l'appel du CdR et la position du PE quant à la nécessité d'accroître le taux de cofinancement en le portant à 85 % pour les programmes de CTE;

Thanks to the efforts of successive Council Presidencies and the EU Heads of Mission at the main UN sites, the EU now co-ordinates its position effectively in most important UN policy forums, such as the General Assembly (in which there is an EU common position on almost 95% of resolutions), ECOSOC, the main committees and functional commissions, other subsidiary bodies such as the Economic Commission for Europe, and most specialised agencies as well as in major Conferences.
Grâce aux efforts des présidences successives du Conseil et des chefs de mission de l'UE dans les principales instances onusiennes, l'UE coordonne désormais ses positions avec succès dans la plupart des enceintes politiques importantes des Nations unies - Assemblée générale (dans laquelle l'UE parvient à une position commune pour près de 95% des résolutions), ECOSOC, commissions principales et commissions techniques, autres organes subsidiaires comme la Commission économique pour l'Europe, la plupart des institutions spécialisées et les grandes conférences.

Thanks to the co-ordinated effort of the three institutions - the Council, the Parliament and the Commission- the EU Member States have taken the necessary steps to comply with their obligations and the situation appears to be satisfactory, with the understanding that Austria, Greece and Luxembourg take the essential steps necessary for them to be ready on time.
