22 (1) If, within a period of thirty days from the day the copy of the report of any commission for a province is referred to the committee pursuant to subsection 21(1) or published pursuant to subsection 21(2), an objection in writing is filed with the clerk of the committee specifying the provisions of the report objected to and the reasons for the objection, the committee shall, within the first thirty days next after the expiration of that period that Parliament is sitting or within such greater period as the House of Commons may allow, take up the motion referred to in subsection (2), consider the matter of the objection and return the report to the Speaker together with a copy of the objection and of the minutes of proceedings of the committee with respect thereto.

(5) Where the Review Board establishes a delay period under paragraph 29(5)(a) in respect of an object and receives a request under subsection (1) in respect of the object, it shall, after the expiration of the delay period or after it has determined the amount of a fair cash offer to purchase the object under subsection (3), whichever time is the later, and on the request of the person who requested the review under subsection 29(1), direct a permit officer to issue an export permit forthwith in respect of the object unless it is satisfied that an institution or public authority has, before the request under this subsection was made, offered to purchase the object for an amount equal to or greater than the amount of the fair cash offer to purchase determined by the Review Board.

In this context, and where relevant, the contribution by the activities of an EGTC that also has members from third countries neighbouring at least one Member State, including its outermost regions, to the objectives of Union external action policies, such as development cooperation or economic, financial and technical cooperation objectives, remains merely incidental, as the centre of gravity of the cooperation programmes concerned and consequently the activities of that EGTC should focus primarily on Union Cohesion Policy objectives.Consequently any development cooperation or economic, financial and technical cooperation objectives between only one Member State, including its outermost regions, and one or more third countries are only ancillary to the cohesion policy-based territorial cooperation objectives between Member States, including their outermost regions.

This act accomplishes this objective through a number of provisions. First, there is the designation of cultural institutions that have demonstrated the capacity to preserve cultural objects and make them available to the public through things like tax incentives that encourage Canadians to donate or to sell significant objects to designated institutions; and through grants to assist those designated institutions with the purchase of heritage objects; and through export control.

This cooperation involves, in particular, establishing the whereabouts of the cultural objects at the request of the requesting State, notification of the discovery of cultural objects in the territory of Member States, verification by the requesting state of the nature of the object on the territory of other Member States, adoption of all measures necessary for the material conservation of the cultural object and the adoption of provisional measures to avoid the cultural object falling outside the scope of the return procedure.
