The Regulation on the statute and funding of European political parties and European political foundations introduced in 2014 increases the visibility, recognition, effectiveness, transparency and accountability of European political parties and their affiliated political foundations.

2. Where expenditure is implemented by European political parties jointly with national political parties or by European political foundations jointly with national political foundations, or with other organisations, evidence of the expenditure incurred by the European political parties or by the European political foundations directly or through those third parties shall be included in the annual financial statements referred to in paragraph 1.

For the sake of legal certainty, it is appropriate to clarify that the Authority, the European Parliament, the European political parties and European political foundations, the national authorities competent to exercise control over aspects related to the financing of European political parties and European political foundations, and other relevant third parties referred to or provided for in this Regulation are data controllers within the meaning of Regulation (EC) No 45/2001 or Directive 95/46/EC.

Additional measures would enhance the visibility of the European political parties during the whole electoral process, from the campaign to the casting of votes, and enable them to efficiently bridge the divide between politics and citizens of the Union, complementing the information obligation foreseen for European political parties by the Commission proposal for a Regulation on the statute and funding of European political parties and European political foundations.
Des mesures additionnelles rendraient les partis politiques européens plus visibles durant la totalité du processus électoral, de la campagne au scrutin, et leur permettraient de réduire la fracture entre les responsables politiques et les citoyens de l’Union, en complément de l’obligation d’information imposée aux partis politiques européens par la proposition de règlement de la Commission relative au statut et au financement des partis politiques européens et des fondations politiques européennes.
