Takes note of the Progress Report on the Energy Dialogue and the results of the EU-Russia Industrialists' Round Table, which took place on 10 November 2004 in The Hague; recalls that all the EU’s additional energy needs could be met in future by imports of natural gas from Russia and that more financial resources should therefore be committed to use of gas; welcomes the initiative of building a gas pipeline between the Barents Sea and central Europe, but points out that the EU and its Member States should also contribute to financing it in exchange for the conclusion of long-term delivery agreements; calls on the EU and Russia to take due account of the environmental impact of this project;

Welcomes the initiative proposing that the new Action Plan also concerns issues of maritime safety in the Baltic Sea: the new ports which Russia is building and the rapid increase in marine traffic are creating new threats to the fragile maritime environment of the Baltic; calls on the Commission to work towards a ban prohibiting tankers other than those fulfilling the highest international safety standards from engaging in transport operations in the Baltic; finding ways to solve the problems concerning the management of nuclear waste in the Barents Sea; persuading Russia to sign the Multilateral Nuclear Environmental Programme in the Russian Federation (MNEPR);
