Mr President, the Commission is concerned about the events occurring in the south-east of Turkey and about the outbursts of violence and terrorist attacks that have spread to other cities in the country. We are closely following the situation.

Air traffic between the EU and South-East Europe has seen significant growth recently, 121% growth since 2001, and this trend will be accelerated through full integration in a common air transport market. Forecasts for aircraft movements in the region predict an average annual growth rate of more than 6% per annum between 2005 and 2011. As tourism is a huge growth area in the coastal regions in South East Europe and as there are potentially 414 airports in the region to operate to, there is an opportunity for further growth to be attained. As a result, affordable air travel will be increasingly accessible to a greater number of people.

Mr President, the Commission is gravely concerned about the situation in Burma and, since 2001, has been using the Asia-Europe meetings of the ASEM process to reiterate this concern to Heads of State and Government, ministers and senior officials from the ten South-East and North-East Asian countries which participate in the ASEM meetings.

Like the rapporteur, I believe that transferring the financing of the administrative costs related to the activity of the Special Coordinator for South-East Europe and the corresponding office to the first pillar of the Union's activity should be done with ‘respect .[for] the competence of each Institution and should facilitate reinforcing the political accompaniment and monitoring of the Stability Pact's activity by the European Union institutions, in order to ensure that it will be complementary with the Stabilisation and Association Process’.
- (PT) Tout comme le rapporteur, je considère que le transfert, vers le premier pilier de l’activité de l’Union, du financement des coûts administratifs liés à l’activité du coordinateur spécial pour l’Europe du Sud-Est et du bureau correspondant devra avoir lieu "dans le respect des compétences de chaque institution et devrait faciliter le renforcement de l’accompagnement politique et du suivi, par les institutions de l’Union européenne, des activités menées dans le cadre du pacte de stabilité, de manière à garantir la complémentarité de ces activités par rapport au processus de stabilisation et d’association".

The Council welcomed Javier Solana’s status report, submitted on 19 March, concerning further EU measures in respect of south-east Serbia and urged him to continue his work on an EU strategy for this region in cooperation with the presidency and the Commission in order to support the process in the region and contribute to international efforts in reaching a peaceful solution.
Le Conseil s'est félicité du rapport sur la situation établi par M. Solana et présenté le 19 mars, en vue de mesures supplémentaires de l'UE concernant le sud-est de la Serbie, et il a demandé à M. Solana de poursuivre le travail entrepris sur l'élaboration d'une stratégie européenne dans cette zone, en collaboration avec la présidence et la Commission, afin de soutenir le processus qui se déroule dans la région et de contribuer aux efforts internationaux en faveur d'une solution pacifique.

We know that the countries of the South-East are a priority, but we must be careful not to give ourselves more priorities than we can handle and not to establish conflicting priorities or we will lose credibility.
Nous nous rappelons que les pays du Sud-est constituent une de nos priorités. Il faut cependant prendre garde à ne pas définir tellement de priorités que l'on ne peut plus y répondre et à ne pas opposer deux priorités, car nous y perdrions notre crédibilité.
