Taking account of these and other elements which strongly support a Community approach to air service agreements on 5 June 2003 the Council agreed on a package of measures that gives responsibility for conducting key air transport negotiations to the Commission, including in particular a mandate to begin negotiations on a new transatlantic air agreement.

I want to walk through a few framing points about how I think we need to be looking at the situation in Ukraine, and how we need to be looking at the options we as a transatlantic community, as a democratic community, should be pursuing.
