Council Regulation (EC) No 153/2002 of 21 January 2002 on certain procedures for applying the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the Former Yugoslav Republic of Macedonia, of the other part, and for applying the Interim Agreement between the European Community and the Former Yugoslav Republic of Macedonia (OJ L 25, 29.1.2002 p. 16).
Règlement (CE) no 153/2002 du Conseil du 21 janvier 2002 concernant certaines procédures d'application de l'accord de stabilisation et d'association entre les Communautés européennes et leurs États membres, d'une part, et l'ancienne République yougoslave de Macédoine, d'autre part, ainsi que de l'accord intérimaire entre la Communauté européenne et l'ancienne République yougoslave de Macédoine (JO L 25 du 29.1.2002, p. 16).

Under Article 27(2) of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the former Yugoslav Republic of Macedonia, of the other part , which entered into force on 1 January 2006, the Community is to allow duty-free access for imports into the Community of products originating in the former Yugoslav Republic of Macedonia falling within CN codes 1701 and 1702, within the limit of an annual tariff quota of 7 000 tonnes (net weight).

The question now is whether the Former Yugoslav Republic of Macedonia can keep the advantage it has gained over other successor states as a result of candidate Member State status. In the meantime, there is talk of granting Serbia candidate Member State status. The significance of that status is unclear, however, since, over the last two years, the expected accession negotiations with the Former Yugoslav Republic of Macedonia have not commenced.

Commission Regulation (EC) No 2151/2005 of 23 December 2005, laying down detailed rules for the opening and administration of the tariff quota for sugar products originating in the former Yugoslav Republic of Macedonia as provided for in the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and the former Yugoslav Republic of Macedonia, of the other part opened that quota from 1 January 2006.

I should also like to point out, in response to Mr Swoboda, that luckily an example is being set in the former Yugoslav Republic of Macedonia of proper cooperation between the institutions of the European Union. There is proper coordination between us, as I am sure Mr Patten will agree, and not only between our internal institutions, but also between the European Union and the United States and other organisations such as the ΟSCE and the Council of Europe.
Je tiens aussi à souligner, pour répondre à M. Swoboda, que, fort heureusement, nous voyons dans l'ancienne république yougoslave de Macédoine un exemple de coopération efficace entre les différentes institutions de l'UE ; nous faisons preuve d'une bonne coordination, je pense d'ailleurs que M. Finally, to the funding of the mission. As you know, spending on defence is not covered by the Community budget and the operation in the former Yugoslav Republic of Macedonia will therefore be funded by the Member States.
Enfin, en ce qui concerne le financement de l'opération, comme tout le monde le sait, les dépenses d'ordre défensif ne sont pas couvertes par le budget communautaire, et c'est pour cette raison que le financement de l'opération dans l'ancienne république yougoslave de Macédoine sera assuré par les États membres.

(16) In the light of the scope of this Regulation, consequent changes will need to be made to Council Regulation (EEC) No 3906/89 of 18 December 1989 on economic aid to certain countries of Central and Eastern Europe (PHARE)(7), to Council Decision 97/256/EC of 14 April 1997 granting a Community guarantee to the European Investment Bank against losses under loans for projects outside the Community (Central and Eastern European countries, Mediterranean countries, Latin American and Asian countries, South Africa, the Former Yugoslav Republic of Macedonia and Bosnia and Herzegovina)(8), to Council Decision 1999/311/EC adopting the third phase of the trans-European cooperation scheme for higher education (Tempus III) (2000 to 2006)(9) and to Council Regulation (EEC) No 1360/90 of 7 May 1990 establishing a European Training Foundation(10).
(16) Vu la portée du présent règlement, il convient de modifier en conséquence le règlement (CEE) no 3906/89 du Conseil du 18 décembre 1989 relatif à l'aide économique en faveur de certains pays de l'Europe centrale et orientale(7), la décision 97/256/CE du Conseil du 14 avril 1997 accordant une garantie de la Communauté à la Banque européenne d'investissement en cas de pertes résultant de prêts en faveur de projets réalisés à l'extérieur de la Communauté (pays de l'Europe centrale et orientale, pays méditerranéens, pays d'Amérique latine et Asie, Afrique du Sud, ancienne République yougoslave de Macédoine et Bosnie-et-Herzégovine(8), la décision 1999/311/CE du Conseil du 29 avril 1999 portant adoption de la troisième phase du programme trans-européen de coopération pour l'enseignement supérieur (Tempus III) (2000-2006)(9), et le règlement (CEE) no 1360/90 du Conseil du 7 mai 1990 portant création d'une Fondation européenne pour la formation(10).
