That is why it is outside the purview of National Defence, but it is written into many of these contracts in the final analysis that there will be penalty provisions because it does force the Department of National Defence to essentially eat the cost of the delay and give the money back, as you suggest, re-profile the money, give it back to the department or have it lapse and then find it in next year's budget.
