As the current phase of the ERF runs into 2010, it is proposed to prolong its duration until the end of the financial perspectives, i.e. 2013. In operational terms, this will translate into the implementation of a third multiannual programme (2011-2013).

A series of Programmes, particularly the Third Multiannual Programme for Small and Medium-sized Enterprises (SMEs) in the European Union (1997-2000), adopted by Council Decision 97/15/EC(5), which expires on 31 December 2000, have provided a framework for such action.

1. Latvia will participate in the activities of the Third Multiannual Programme for Small and Medium-sized Enterprises (SMEs) in the European Union (1997 to 2000) (hereinafter called "the Programmes") in conformity, unless otherwise provided in this Decision, with the objectives, criteria, procedures and time limits laid down in Council Decision (97/15/EC) of 9 December 1996 on a Third Multiannual Programme for Small and Medium-sized Enterprises (SMEs) in the European Union (1997 to 2000) and in particular Article 7(1) thereof.

La Lettonie participe aux activités du troisième programme pluriannuel pour les petites et moyennes entreprises (PME) dans l'Union européenne (1997-2000) (ci-après dénommé "programme"), et cela, sauf dispositions contraires de la présente décision, dans le respect des objectifs, critères, procédures et délais définis par la décision 97/15/CE du Conseil du 9 décembre 1996 relative à un troisième programme pluriannuel pour les petites et moyennes entreprises (PME) dans l'Union européenne (1997-2000), et notamment par son article 7, paragraphe 1.

6. Without prejudice to the responsibilities of the Commission and the Court of Auditors of the European Community in relation to the evaluation of the Programme according to the Decision on a Third Multiannual Programme for Small and Medium-sized Enterprises (SMEs) in the European Union (Article 6), the participation of Latvia in the Programme will be continuously evaluated on a partnership basis involving Latvia and the Commission of the European Communities.
6. Sans préjudice des responsabilités de la Commission et de la Cour des comptes de la Communauté européenne en matière d'évaluation du programme mis en oeuvre au titre de la décision relative à un troisième programme pluriannuel pour les petites et moyennes entreprises (PME) dans l'Union européenne (article 6), la participation de la Lettonie au programme fait l'objet d'une évaluation continue dans le cadre d'un partenariat de la Lettonie et de la Commission des Communautés européennes.

(2) Council Decision 97/15/EC of 9 December 1996 on a third multiannual programme for small and medium-sized enterprises (SMEs) in the European Union (1997 to 2000)(2) adopts a programme for Community policy for SMEs, including craft and very small enterprises, for a period of four years from 1 January 1997, and Article 7(1) thereof provides that this programme is to be open to the participation of the associated Central European countries.
