1. The Community financial contribution to each of the three objectives referred to in Article 4 shall cover at least 10 % of the EAFRD total contribution to the programme for axis 1 and 3 referred to in Sections 1 and 3 respectively of Chapter I of Title IV and at least 25 % of the EAFRD total contribution to the programme for axis 2 referred to in Section 2 of Chapter I of Title IV. For the programmes of the French overseas departments, the minimum Community financial contribution for axis 2 shall be 10 %.

As regards federal-provincial/territorial collaboration, there are services other than minority language education services, including agreements on provision of services in French with nine Anglophone provinces and three territories; the adoption of a French-language services act in Prince Edward Island, which was signed two years ago, the creation of a Provincial Francophone Affairs Secretariat in Alberta, which, in cooperation with our department, is attempting to develop French-language services in all departments in Alberta; and the signature of an additional agreement with British Columbia for the delivery of French-language services.

Consultation between the French overseas departments, the ACP States and the Commission in particular is the most developed of the three strands making up the "Regional Cooperation" section of the Poseidom programme. On the other hand, the second strand, on regional trade agreements, is almost non-existent at present.
Parmi les trois volets du titre «coopération régionale » du POSEIDOM, celui de la consultation entre, d'un côté, les DOM et, de l'autre, les Etats ACP, les PTOM et surtout la Commission, est le volet le plus développé. While still opposed in principle to operating aid to agriculture, the Commission decided not to raise any objection to three aids for the outermost regions; in the case of the French overseas departments and the Azores, the aid is transport-related and is intended to cover some of the additional costs of transporting local produce by sea; in the case of the Canary Islands, the aid notified concerns special economic and tax arrangements for, inter alia, agriculture and includes several types of operating aid.

The Agreement is applicable for an initial period of three years. It guarantees, on a reciprocal basis, fishing possibilities for the Community's fishermen in the waters over which the Commonwealth of Dominica exercises sovereignty or jurisdiction, and for fishermen from Dominica in the Community fishery zone off the coast of the French Departments of Guadeloupe and Martinique.

-3- Taking into account all the financial contributions (Community, French state, Languedoc-Roussillon region, the three departments concerned and the recipients themselves), the programmes represent an amount of work worth about 52 million ECU for the Massif Central situated in the departments of Aude and Hérault and 70 million ECU for the Pyrenees in Languedoc-Roussillon.

Without prejudice to the implementation of the measures adopted pursuant to the Treaty and to the Implementing Convention of 25 March 1957 and of those to be adopted pursuant to Article 1, the right of establishment in the French overseas departments shall be progressively extended to the companies or firms and nationals of Member States other than France, so that all discrimination may disappear not later than three years after the application of this Decision.
Sans préjudice de l'exécution des mesures prises en application des dispositions du traité et de la convention d'application du 25 mars 1957 et de celles à prendre en application de l'article premier ci-dessus, le droit d'établissement dans les départements français d'outre-mer est étendu progressivement aux sociétés et ressortissants des États membres autres que la France, de telle sorte que toute discrimination disparaisse au plus tard trois ans après la mise en application de la présente décision.
