Council Recommendation (EC) No 579/2003 of 22 July 2003 on the implementation of Member States' employment policies (2003/579/EC [Official Journal L 197 of 05.08.2003]. The Commission's proposal for employment recommendations is presented in conjunction with the new employment guidelines. The 2003 guidelines include, in particular, three main objectives and 10 structural reform priorities, and call on the Member States to improve governance, the partnership between the different players and the implementation of the process. Drawing on the findings of the joint employment report for 2002, which assesses the action taken at national level, the Commission provides the Member States with specific guidance for implementing the new guidelines and focusing their policy action on the key challenges to be faced. The recommendations have to do mainly with lifelong learning, labour supply and active ageing, gender equality, making work pay, addressing change and promoting adaptability.
La Commission présente un projet de recommandations en matière d'emploi en complément des nouvelles lignes directrices pour l'emploi. Les lignes directrices 2003 comprennent, notamment, trois objectifs principaux et 10 priorités pour les réformes structurelles, et invitent les États membres d'améliorer la gouvernance, le partenariat entre les différents intervenants ainsi que la mise en œuvre du processus. Mettant à profit les observations formulées dans le rapport conjoint sur l'emploi de l'année 2002 qui évalue les actions entreprises au niveau national, la Commission fournit aux États membres des conseils spécifiques en vue de la mise en œuvre des nouvelles lignes directrices et d'orienter leur action politique vers les principaux défis qu'ils doivent affronter. Les recommandations portent essentiellement sur l'éducation et la formation tout au long de la vie, l'offre de main-d'œuvre et le vieillissement actif, l'égalité entre les femmes et les hommes, rendre le travail plus avantageux ainsi que faire face au changement et promouvoir la capacité d'adaptation.
