On the basis of the strategy endorsed by the European Council at the Luxembourg Summit in December 1998 and the financial framework agreed at the Berlin Summit in March 1999, the three pre-accession instruments - Phare, Instrument for Structural Policies for Pre-accession (ISPA) and Special Accession Programme for Agriculture and Rural Development (SAPARD) - provide annually up to EUR 3,174 million in pre-accession assistance (2000 figures) to the ten applicant countries in central and eastern Europe [2] for the 2000-6 period.

In 2005, following the accession of the 10 new Member States, Bulgaria, Romania continued to benefit from the three pre-accession instruments and following the conclusion of the June European Council in 2004, a pre-accession strategy for Croatia was also prepared; the respective regulations were subsequently amended and credits were assigned in the budget for PHARE and ISPA already in 2005 and for SAPARD starting in 2006.

Takes note of the important delays in the implementation of the pre-accession programmes SAPARD and ISPA, which are becoming more and more worrying as the time of the first accessions of candidate countries to the Union approaches; requests the Commission to reduce bureaucratic obstacles and speed up, as far as possible, the procedures in the setting up of the necessary structures for the implementation of SAPARD and ISPA in close co-operation with the relevant administrative bodies in the candidate countries; urges the Commission to enter in the PDB, realistic but ambitious figures for the three pre-accession programmes in commitments and payments.
