− Mr President, before we vote on the resolution I tabled on the accession process for the former Yugoslav Republic of Macedonia, I wish to make three technical remarks so that everybody can decide on the correct texts.
− (EN) Monsieur le Président, avant la mise aux voix de la résolution que j’ai déposée sur le processus d’adhésion de l’ancienne République yougoslave de Macédoine, je voudrais formuler trois remarques d’ordre technique afin que tout le monde puisse se prononcer sur les textes corrects.

I'll focus my remarks today on three points: the need for consistency and alignment with neighbouring programs, in particular the critical importance of alignment with the United States, our major trading partner, but with others with whom we trade as well; the importance of aligning targets and mechanisms with technically and economically feasible compliance pathways; and the requirement for flexibility and transparency in carbon pricing systems, be it cap-and-trade or any other approach to pricing carbon.
Je tiens à préciser qu'il s'agit de réductions réelles, qui ont pu être atteintes même si la production a continué d’augmenter. Mes observations d’aujourd’hui se concentreront sur trois points: La nécessité de se conformer aux programmes de nos voisins, et plus particulièrement l’importance critique de se mettre au diapason des États-Unis, notre principal partenaire commercial, mais aussi des autres pays avec qui nous faisons du commerce.
