Lorsque le Conseil a adopté une décision au titre du paragraphe 2 et dans des cas exceptionnels où une action coordonnée des autorités compétentes est nécessaire en réponse à des circonstances défavorables qui risquent de compromettre gravement le bon fonctionnement et l'intégrité des marchés financiers ou la stabilité de tout ou partie du système financier dans l'Union, l'Autorité peut arrêter des décisions individuelles imposant aux autorités compétentes l'obligation de prendre les mesures nécessaires conformément à la législation visée à l'article 1er, paragraphe 2, pour traiter cette situation en veillant à ce que les établissements financiers et les autorités compétentes satisfassent aux exigences prévues par ladite législation".

The Czech Republic recalls that the provisions of the Charter of Fundamental Rights of the European Union are addressed to the institutions and bodies of the European Union with due regard for the principle of subsidiarity and division of competences between the European Union and its Member States, as reaffirmed in Declaration (No 18) in relation to the delimitation of competences.

La République tchèque rappelle que les dispositions de la Charte des droits fondamentaux de l'Union européenne s'adressent aux institutions et organes de l'Union européenne dans le respect du principe de subsidiarité et de la répartition des compétences entre l'Union européenne et ses États membres telle qu'elle est réaffirmée dans la déclaration (no 18) concernant la délimitation des compétences.
