Most of the instruments and powers for the fight against terrorism are still in the hands of the Member States, which all too often jealously protect their sovereign prerogatives and information systems instead of sharing them confidently and efficiently in order to protect the citizens.
La plupart des instruments et des compétences dans le domaine de la lutte contre le terrorisme demeurent confiées aux États membres qui, trop fréquemment, protègent jalousement leurs prérogatives souveraines et leurs systèmes d'information au lieu de les partager en toute confiance et avec efficacité pour assurer la protection des citoyens.
