14. Points out that the export of arms and military technology can endanger the stability and peace of the entire region; deeply deplores the fact that EU Member States have exported extensive quantities of arms and military technology to Russia, including major strategic conventional capacities; calls on France, Germany and Italy, as the biggest arms exporters to Russia, to fundamentally review their export policies towards Russia, to assume responsibility and ensure compliance with the EU arms control regime; urges the French Government not to deliver the first Mistral class battleship on 1 November 2014 as currently planned; welcomes the decision of the German Government to immediately suspend cooperation between Rheinmetall and the Russian armed forces regarding the construction of the combat training centre;

Is deeply concerned at the continued postponement sine die of the second Summit of Heads and State and Government of the UfM and of UfM ministerial meetings, which is sending out a negative message to the region's peoples and institutions; considers that the resignation of its Secretary-General highlights the need to clarify the nature of the UfM's procedures and institutions; points out that political tensions and regional conflicts in the Mediterranean region should not hamper concrete progress towards sectoral and multilateral cooperation, and that it is by carrying out major integration projects and through open political dialogue that the UfM can contribute to the development of a climate of trust conducive to the achievement of the common objectives of justice and security, in a spirit of solidarity and peace;

Takes the view that the ongoing division between the main Palestinian factions deeply weakens the hopes of the Palestinian people and their legitimate aspirations, but nevertheless believes that the current crisis is not an excuse to stop efforts towards peace and may offer a new platform for relaunching a clear agenda to reach a comprehensive agreement between Israel and the Palestinian Authority;

5. Strongly believes that Israel needs the Palestinian National Authority and its elected President, Yasser Arafat, as a negotiating partner in order both to eradicate terrorism and to work towards peace; deeply regrets the attempt by the Israeli government to isolate President Arafat;
