These Regulations were part of the Trade Omnibus I (2011/0039(COD)), aligning trade regulations to the post-Lisbon regime of delegated acts and implementing acts.

In line with the Trade Omnibus I and II, the rapporteur proposes emphasizing the need for the European Parliament to be duly involved in preparation and implementation of delegated acts. This will facilitate the scrutiny of delegated acts and will ensure an efficient exercise of the delegation of power by avoiding objections from the European Parliament.
Conformément aux lois Omnibus sur le commerce I et II, votre rapporteur propose d'insister sur la nécessité, pour le Parlement européen, d'être dûment associé à l'élaboration et à la mise en œuvre des actes délégués, ce qui facilitera le contrôle des actes délégués et assurera un exercice efficace de la délégation de pouvoir en évitant les objections du Parlement européen.

Coming as it does only a short while after the enactment of the Omnibus Trade legislation this new move can only add to existing uncertainty in world trade.
