1. Notes that the current trade system is undergoing a crisis of democratic legitimacy, in particular because of unequal participation, the uneven distribution of the benefits of world trade, the ambiguity of some of its rules and their impact on non-trade issues, a lack of internal and external transparency, and a low level of involvement of parliaments and civil society in the work of the WTO; calls for the reform of the WTO and of the international trade system to address these problems;
constate que le système commercial actuel traverse une crise de légitimité démocratique en raison notamment d'une participation inégale, d'une répartition non uniforme des bénéfices du commerce international, de l'ambiguïté de certaines de ses règles et de leur impact sur des questions non commerciales, d'un manque de transparence interne et externe et d'une faible intégration des parlements et de la société civile aux travaux de l'OMC ; demande une réforme de l'OMC ainsi que du système commercial international à l'effet de remédier à ces problèmes;
