1. This Regulation applies to the trans-European transport network as shown on the maps contained in Annex I. The trans-European transport network comprises transport infrastructure and telematic applications as well as measures promoting the efficient management and use of such infrastructure and permitting the establishment and operation of sustainable and efficient transport services.

This consultation aims to re-examine the Trans-European Transport Network (TEN-T) policy in depth, in order to initiate a broad reflection on how the Trans-European Transport Network could be more fully integrated into the Common Transport Policy.

Cooperation will focus on: - development of an efficient Trans-Mediterranean multimodal combined sea and air transport system, through the improvement and modernization of ports and airports, the suppression of unwarranted restrictions, the simplification of procedures, the improvement of maritime and air safety, the harmonization of environmental standards at a high level including more efficient monitoring of maritime pollution, and the development of harmonized traffic management systems; - development of east-west land links on the southern and eastern shores of the Mediterranean, and - connection of Mediterranean transport networks to the Trans-European Network in order to ensure their interoperability.
La coopération portera notamment sur : - la mise en place d'un système efficace de transport multimodal air- mer transméditerranéen, à travers l'amélioration et la modernisation des ports et aéroports, la suppression des restrictions injustifiées, la simplification des procédures, l'amélioration de la sécurité maritime et aérienne, l'harmonisation des règles environnementales à un niveau élevé, y compris un contrôle plus efficace de la pollution due aux transports maritimes, et la mise en place de systèmes harmonisés de gestion du trafic ; - la création de liaisons terrestres est-ouest sur les rives sud et est de la Méditerranée et - la connexion des réseaux de transports méditerranéens au réseau transeuropéen, de manière à assurer leur interopérabilité.

considering the Communication from the Commission to the Council and the European Parliament entitled "Enhancing Euro-Mediterranean cooperation on transport and energy" of March 2001, in which the European Commission proposes four areas of regional cooperation in the field of transport, namely (i) support for the reform of the transport sector in the Mediterranean Partners; (ii) definition and promotion of a multimodal trans-Mediterranean transport network; (iii) sea and air transport; (iv) the global navigation satellite system,
