(Return tabled) Question No. 19 Ms. Élaine Michaud: With regard to the Translation Bureau: (a) what was the total number of translator, interpreter and editor positions at the Bureau, per year, since 2005-2006; (b) what is the Bureau's total number of client institutions; (c) what was the total number of client institutions, per year, since 2005-2006; and (d) what is the total amount invoiced to these institutions for (i) translation or editing services, (ii) interpretation services?

Calls on the Bureau to forward to the Committee on Budgetary Control the report on the use of language services sent to it every six months by the interpretation and translation services; notes that the report should include an analysis of the language facilities provided in relation to the requests submitted by users and of the costs incurred in the provision of these services;

15. Invites the Bureau and Committee on Budgets to urgently address the Inter-Institutional Working Group on multilingualism in order to prepare a proposal (technical level) in order to make sure that inter-institutional cooperation in this field, especially as concerns the use of any free capacity, is improved; is disappointed, for instance, that the system in place for better sharing of translation between institutions is hardly used at all; expects to see a proposal on where possibilities for improvement exist before the first reading; also takes a keen interest in new technical tools for its translation services and asks for information on their development and the related financial consequences during 2010, including the study of the Euramis translation tool; would welcome, in this study, an assessment of whether this tool could lead to improved interinstitutional cooperation in the field of translation, and also efficiency gains and cost savings that could reduce dependence on external translation services;
15. demande instamment au Bureau et à la commission des budgets d'intervenir d'urgence auprès du groupe de travail interinstitutionnel sur le multilinguisme afin de préparer une proposition (de niveau technique) visant à garantir une amélioration de la coopération interinstitutionnelle dans ce domaine, en particulier en ce qui concerne l'utilisation de toutes les capacités inemployées; déplore par exemple que le système en place favorable à une meilleure répartition de la traduction entre les institutions soit à peine utilisé; espère une proposition indiquant si des possibilités d'amélioration existent avant la première lecture; porte un vif intérêt aux nouveaux instruments techniques concernant les services de traduction et demande des informations sur leur développement et sur leurs implications financières au cours de l'année 2010, y compris l'étude relative à l'outil de traduction Euramis; accueillerait favorablement la présence, dans cette étude, d'une évaluation permettant de dire si cet outil a pu conduire à une amélioration de la coopération interinstitutionnelle dans le domaine de la traduction ainsi qu'à des gains d'efficacité et des économies de coûts qui permettraient de réduire la dépendance vis-à-vis de services externes de traduction;

12. Welcomes the savings to be created by new contract terms of freelance translations of verbatim report of proceedings of plenary sittings; considers, however, that alternative means should be examined instead of continuing to translate all verbatim reports of proceedings (CRE) into all languages, e.g. the possibility of translation by request; invites the Bureau, as a follow-up to the 2004 budget procedure, to submit a report on the measures undertaken concerning the translation of the verbatim report by 1 September 2004;
12. se félicite des économies que vont permettre de dégager les nouvelles dispositions contractuelles applicables à la traduction externe du compte rendu in extenso(CRE) des séances plénières; estime toutefois qu'il convient d'examiner d'autres solutions au lieu de continuer à traduire tous les CRE dans toutes les langues, en envisageant par exemple la possibilité de traductions à la demande; invite le Bureau à présenter pour le 1 septembre 2004, en tant que prolongement de la procédure budgétaire 2004, un rapport sur les mesures prises en ce qui concerne la traduction du CRE;
