Invites the Member States and the Commission to invest more in the energy infrastructure necessary for the transformation to a sustainable economy; emphasises that Europe should be at the cutting edge in the development of standards and interoperable energy-related Internet technologies and energy-efficient ICT applications, in particular smart grids, the full and timely deployment of smart home systems such as smart meters designed to benefit the consumer, and modernising and developing an interconnected European electricity supergrid and LNG infrastructures; emphasises, with regard to inter-regional connections, the need to launch an investment plan based notably on the European Energy Infrastructure Package to secure the diversification of energy supply sources; calls on the Commission to propose practical solutions for the efficient integration of large amounts of renewables by promoting market rules that allow for efficient and transparent international power exchange; calls therefore for the swift integration and uptake of cross-border electricity markets; recognises the urgent need for a long-term vision given the many years required to build energy infrastructure with a long lifetime; welcomes the focus on energy infrastructure in the proposed Connecting Europe Facility;

63. States that the EU should play an active role in reshaping the international monetary and financial system via more powerful external representation based on more efficient and transparent internal decision-making in accordance with the relevant provisions of the Lisbon Treaty;

In exercising its implementing powers, the Commission should respect the following principles: the need to ensure confidence in financial markets among investors by promoting high standards of transparency in those markets; the need to provide investors with a wide range of competing investments and a level of disclosure and protection tailored to their circumstances; the need to ensure that independent regulatory authorities enforce the rules consistently, especially as regards the fight against economic crime; the need for high levels of transparency and consultation with all market participants and with the European Parliament and the Council; the need to encourage innovation in financial markets if they are to be dynamic and efficient; the need to ensure market integrity by close and reactive monitoring of financial innovation; the importance of reducing the cost of, and increasing access to, capital; the balance of costs and benefits to market participants on a long-term basis (including small and medium-sized businesses and small investors) in any implementing measures; the need to foster the international competitiveness of EU financial markets without prejudice to a much-needed extension of international cooperation; the need to achieve a level playing field for all market participants by establishing EU-wide regulations every time it is appropriate; the need to respect differences in national markets where these do not unduly impinge on the cohesion of the single market; and the need to ensure coherence with other Community legislation in this area, as imbalances in information and a lack of transparency may jeopardise the operation of the markets and above all harm consumers and small investors.

(21) In order effectively to ensure the accomplishment of the tasks of the Agency, the Member States and the Commission should be represented on a Management Board entrusted with the necessary powers to establish the budget, verify its execution, adopt the appropriate financial rules, establish transparent working procedures for decision making by the Agency, approve the Agency's work programme, adopt its own rules of procedure and the Agency's internal rules of operation, appoint and remove the Executive Director.
