I would like to take the opportunity to stress that the institutional aspect of the Reform Treaty needs to be coherent and that, as regards the question of double majority, which will ostensibly enter into force only in 2014-2017, the Treaties should not contain any gentlemen’s agreements like the Ioannina compromise, which remain in force but, whilst they are legally recognised in the current framework, would merely serve to block the decision-making process in the Council.
J'aimerais saisir cette opportunité pour souligner que l'aspect institutionnel du traité de réforme doit être cohérent et qu'en ce qui concerne la question de la majorité qualifiée, qui, visiblement, ne sera appliquée que pour la législature 2014-2017, les traités ne devraient contenir aucun gentlemen’s agreement du genre du compromis de Ioannina, qui demeurent en vigueur mais qui, tout en étant légalement reconnus dans le cadre actuel, serviraient uniquement à bloquer le processus décisionnel au sein du Conseil.

If those treaties remain mere expressions, they are no more than useless depositories of people's thoughts. The time has come to move on to a new and crucial phase, namely a phase in which the provisions of the treaties are applied on a daily and binding basis, although we ought not forget that some basic treaties are still to be transposed.
Nous devons passer aujourd'hui à la phase suivante, celle de l'application quotidienne et coercitive de ce qui est écrit dans nos traités, même si nous ne devons pas oublier que certains traités fondamentaux doivent encore être acceptés.
