– (FR) Mr President, this is a very good report, and the first one after the Treaty of Lisbon. I would like to begin by thanking the rapporteur, Mrs Gál, for her hard work, receptiveness and fruitful cooperation.

Cooperation between the relevant administrations was enhanced, thanks in particular to the capacity for analysis of fraud and irregularities and the magistrates unit set up within the European Anti-Fraud Office (OLAF); such cooperation is assessed each year in the report provided for by Article 280 of the EC Treaty.

I congratulate him because he has produced an excellent report responding to a demand from the Canary Islands – one of the outermost regions of the Union that has some specific tax features, supported on a sound legal basis (Article 299(2) of the Treaty). I thank him because, through his excellent work and his flexibility, he has managed to gather a solid parliamentary majority around him which makes it seem likely that the report will be approved within the next few hours, which will put an end to a long parliamentary journey that began almost two years ago.

Moreover, while the authorities were implementing structural measures in 2012, which were expected to largely offset the previous deterioration, the 3 % GDP Treaty reference value would again be respected in 2012 only thanks to one-off measures of close to 1 % of GDP and would be breached in 2013.

With the Treaty of Amsterdam, it was decided that various measures on asylum and immigration should be taken within five years of the entry into force of the Treaty of Amsterdam, that is, 1 May 2004.

* In the medium term and without amending the Treaties, a common radar or satellite-based (in particular, thanks to the Galileo system) external border surveillance network could be established, with better European Union co-ordination of fixed external border check infrastructures.

– (ES) Commissioner, first of all I should like to thank you for your answer and very briefly request that, since the Commission is the Guardian of the Treaties and the Treaties state that the Community must contribute to the enhancement of the cultures of the Member States and to respect for regional diversity, it should ensure that those Member States within which several languages that also have official status coexist can take part in organising the events planned for the European Year of Languages.

It is to a great extent thanks to their diplomacy and moral authority that the Treaties of Maastricht and Amsterdam introduced the new powers for Parliament which we today are able to implement.
