Mr. Speaker, the Conservatives always hide behind this uncontrollable arm's-length agency as if it were from outer space, and they pretend that this agency is dictating EI premium hikes and that there is nothing the all-controlling Prime Minister can do about it, even though he has already overruled that agency two years in a row.
Monsieur le Président, les conservateurs se retranchent toujours derrière cet incontrôlable organisme indépendant, comme s'il était intouchable, et ils prétendent que c'est lui qui dicte les augmentations des cotisations d'assurance-emploi et que le premier ministre — M. Contrôle-Tout —, est impuissant, alors qu'il a déjà rejeté les décisions de cet organisme deux années consécutives.
