Dois-je comprendre qu'il y a entente entre les deux côtés de la Chambre, qu'il y a consentement unanime donc, pour que, aux fins de la résolution à venir sur la Constitution, j'applique le paragraphe 37(3) du Règlement, qui accorde 45 minutes au premier orateur et 45 minutes au second, et que nous attendions ensuite la décision du comité du Règlement pour apporter la modification voulue?
