That is precisely why, although I do not agree with many of the speakers before me and disagree with the use of the term ‘invasion’ to describe what happened in Iraq, in this case I have to admit that we should act together in this House and clearly demand that both the Western democracies and the new democratic government in Iraq should respect human rights. For it is only respect for human rights that will legitimise the actions that my country, irrespective of the government in power at the time, also supported.

I am concerned about many of the aspects of this report – the rejection of the reduction in the total budget for the first pillar for the period until 2013, and in a recent meeting with farmers in the village of Pitsford in my constituency, even the smallest of farmers understands the global problems that the common agricultural policy that we have in Europe is creating for those poorer people out in developing countries whose products cannot compete with our subsidised ones. So I did vote in favour, but with a heavy heart.

So the many amendments in my report are an attempt to amend the original proposal and for us to comment on the new compromise text which we happened to obtain, even though it was never given to us officially.

It is even worth pointing out that it is hard to understand why many governments in the EU have remained so passive in the face of America’s experience, which has been to make use of new technologies as a factor for economic growth and job creation. It is also hard to understand why these governments have done so little in particular to support the many small and medium-sized enterprises that have experienced difficulties in adapting to the new state of affairs and in taking advantage of information technology.

My number one concern is that the member of the New Democratic Party from Saskatoon—Rosetown—Biggar understands the situation completely and wholeheartedly but the Minister of Natural Resources who comes from Saskatchewan does not even have a clue as to what is going on.
