Emphasises the crucial role played by civil society in the protection and promotion of democracy and human rights; calls for the designation of contact persons for civil society and human rights defenders in EU Delegations to be completed; stresses that EU contacts with civil society should be built on a genuine partnership, including systematic, timely and regular dialogue on an equal footing, which must guarantee the active participation of civil society actors in the process of good governance; stresses that the information collected in this context must be put to good use, but also protected by EU policies. particularly through democracy and human rights clauses; stresses the need to improve information sharing between the different actors involved in the defence of human rights across the world, in order to enable them to gain a better understanding of the activities and actions carried out, particularly with regard to specific cases, as well as the difficulties encountered; stresses, in this regard, that a civil society monitoring mechanism should be set up to ensure that civil society is systematically involved in the implementation of agreements and programmes; welcomes, at the same time, initiatives such as the Eastern Partnership Civil Society Forum, and encourages EU institutions to take up more of the recommendations and declarations developed in the course of the EP-CSF in Brussels in 2009, in Berlin in 2010, and in Poznań in 2011;

Welcomes the Commission's Communication of 2 April 2008 entitled 'Debate Europe – building on the experience of Plan D for Democracy, Dialogue and Debate' (COM(2008)0158) as a useful initiative to restore public confidence in the common European project after the negative results of the recent referenda; calls for an effective framework for communication between civil society and the European Union that will enable citizens to play an active part in European affairs; considers it essential that Members of the European Parliament, Members of the Commission and the staff of the European institutions are able to travel across the European Union in order to engage in dialogue with citizens from all the Member States, better understand their situation and explain the ongoing legislative work;

Calls on the Council and Commission to be more actively involved in the search for a peaceful solution to the conflict, to act as a mediator and to offer concrete support to the proposals put forward by President Saakashvili; stresses that the EU has an important role to play in contributing to the culture of dialogue and understanding in the region, in particular through the use of cross-border programmes and dialogue among civil societies as tools for conflict transformation and confidence-building across the division lines;

Considers that finding a peaceful solution to the unresolved post-Soviet conflicts is the key to achieving political stability and economic development in the South Caucasus, as well as in an extended regional context; underlines the fact that the EU has an important role to play in contributing to the culture of dialogue and understanding in the region and in ensuring the implementation of the above-mentioned UN Security Council Resolution 1325 (2000); advocates the use of cross-border programmes and dialogue among civil societies as tools for conflict transformation and confidence-building across the division lines; welcomes especially the Commission's efforts to give aid and spread information to Abkhazia and South Ossetia; supports the initiative by the EU Special Representative for the South Caucasus, Mr Peter Semneby, to open Information Offices in both regions; asks the Commission and Mr Semneby to extend the same kind of aid and information dissemination to Nagorno-Karabakh;

Considers that finding a peaceful solution to the post-Soviet unresolved conflicts is the key to achieving political stability and economic development in the South Caucasus, as well as in an extended regional context; underlines the fact that the EU has an important role to play in contributing to the culture of dialogue and understanding in the region and in ensuring the implementation of the above-mentioned UN Security Council Resolution 1325 on Women, Peace and Security; advocates the use of cross-border programmes and dialogue among civil societies as tools for conflict transformation and confidence-building across the division lines; welcomes especially the Commission's efforts to give aid and spread information to Abkhazia and South Ossetia; supports the initiative by the EU Special Representative for the South Caucasus to open Information Offices in both regions; asks the Commission and the EU Special Representative to extend the same kind of aid and information dissemination to Nagorno-Karabakh;
