The EU is continuing to take the lead in the negotiation of an ambitious international agreement that will achieve the objective of limiting the global temperature increase to 2 °C and is encouraged by the progress made towards this objective at the 13th Conference of the Parties to the UNFCCC in Bali in December 2007.
L’Union européenne continue de prendre l’initiative dans la négociation d’un accord international ambitieux qui permettra de réaliser l’objectif consistant à limiter l’augmentation de la température mondiale à 2 °C, et elle est confortée par les progrès réalisés en ce sens lors de la treizième conférence des parties à la CCNUCC, qui s’est tenue à Bali en décembre 2007.

The Community will continue to take the lead in the negotiation of an ambitious international agreement on climate change that will achieve the objective of limiting global temperature increase to 2 °C and is encouraged by the progress made at the 13th Conference of the Parties to the UNFCCC, and 3rd Meeting of the Parties to the Kyoto Protocol, held in Bali, Indonesia from 3-14 December 2007 towards this objective.

Negotiations under the UN Framework Convention on Climate Change (UNFCCC), in particular the Bali Action Plan adopted in 2007, have also identified DRR as a means of adapting to climate change in order to reduce its impact, and as an adjunct to long-term efforts to mitigate climate change.[12]
Lors des négociations menées au titre de la Convention-cadre des Nations unies sur les changements climatiques (CCNUCC) et, en particulier, dans le plan d'action de Bali, adopté en 2007, la RRC a également été reconnue comme un moyen de s'adapter au changement climatique afin d'en réduire l'impact et comme un complément aux efforts à long terme destinés à atténuer ledit changement. As the UNFCCC has set out, they are in the process, as we saw in Bali, of setting what those targets and timelines will be. In the process, the document as it sits right now, those don't exist.

It is interesting that the UNFCCC said at Bali and the minister did not contradict that given that historical record, developed countries should see their reductions being at a minimum by 2020, with regard to 1990 targets, 25% to 40%.

23. Regrets that it was not possible to include a clear reference to the need to agree on binding emission cuts in aviation and maritime transport; notes that the Bali mandate does not exclude binding measures for aviation and maritime transport; reiterates its call for aviation and maritime transport emissions to be included in international GHG reduction commitments for the post-2012 period under the auspices of the UNFCCC, as the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) have not proved efficient in dealing with the issue;
