considérant que la liberté de religion ou de conviction est réprimée et que de nombreuses minorités religieuses sont victimes de graves persécutions, notamment les membres de l'Église catholique et de religions non reconnues, telles que l'Église bouddhiste unifiée du Viêt Nam, plusieurs Églises protestantes et les membres de la minorité ethno-religieuse des Montagnards, comme l'a relevé le rapporteur spécial des Nations unies sur la liberté de religion ou de conviction lors de sa visite au Viêt Nam.

E. whereas, in spite of constant and repeated appeals from the international community, the Patriarch of the Unified Buddhist Church of Vietnam, Thich Huyen Quang (87 years old), and his deputy, Thich Quang Do (79 years old), winner of the 2006 Rafto Prize for human rights work, have been imprisoned without trial in their monastery since 1982 for the sole reason of being ardent supporters of religious freedom, human rights and democracy; whereas members of the provincial committees set up by the Church in 20 poorer provinces for the purpose of assisting the most deprived are subjected to harassment, interrogation, intimidation and ongoing threats, simply because of their connections with the Unified Buddhist Church of Vietnam,

F. regretting deeply that the unexpected and widely publicised meeting on 2 April of this year between Prime Minister Phan Van Khai and the Most Venerable Thich Huyen Quang, Patriarch of the (outlawed) Unified Buddhist Church of Vietnam, has been followed by the resumption and intensification of the repression of the UBCV, as well as by the continuing persecution of other non-recognised confessions such as the Protestant Churches of the Montagnards or the Hoa Hao Buddhist Church,
F. regrettant profondément que la réunion inattendue et largement médiatisée du 2 avril dernier entre le Premier ministre Phan Van Khai et le Vénérable Thich Huyen Quang, patriarche de l'Église bouddhiste unifiée (interdite) du Viêt Nam ait été suivie de la reprise et de l'intensification de la répression de cette Église, ainsi que de la poursuite de la persécution d'autres confessions non reconnues, telles que les Églises protestantes des Montagnards ou l'Église bouddhiste Hoa Hao,

5. Calls for the immediate and unconditional release of all prisoners of conscience, in particular the Very Venerable Thich Huyen Quang, Patriarch of the Unified Buddhist Church of Vietnam, Thich Thien Minh and Thich Hue Dang, for the restoration of the Unified Buddhist Church of Vietnam's right to exist, for the return of property confiscated from religious denominations after 1945 in the North and after 1975 in the South, in particular the land requisitioned from the Thien An Catholic monastery, and for an end to the persecution against Protestant ethnic minorities;
5. demande la libération immédiate et inconditionnelle de tous les prisonniers de conscience, en particulier du Très Vénérable Thich Huyen Quang, Patriarche de l'Église bouddhiste unifiée du Viêt Nam, de Thich Thien Minh et de Thich Hue Dang, ainsi que le rétablissement de l'Église bouddhiste unifiée du Viêt Nam dans son droit à l'existence, la restitution des biens confisqués aux confessions religieuses après 1945 au Nord et 1975 au Sud, au premier chef les terrains réquisitionnés du monastère catholique de Thien An, et la fin des persécutions contre les minorités ethniques protestantes;
