(2) If in the course of the liquidation of a federal credit union the members resolve, or the liquidator proposes, to exchange all or substantially all of the remaining property of the federal credit union for securities of another entity that are to be distributed to the members or to members and shareholders — or to distribute all or part of the remaining property of the federal credit union to the members or to members and shareholders in kind — a member or shareholder may apply to the court for an order requiring the distribution of the remaining property of the federal credit union to be in money.

The provisions of the Air Transport Agreement signed by the United States of America and the European Community and its Member States on April 25 and 30, 2007 (hereinafter, ‘the Air Transport Agreement’), as amended by the Protocol to Amend the Air Transport Agreement signed by the United States of America and the European Union and its Member States on June 24, 2010 (hereinafter, ‘the Protocol’), which are hereby incorporated by reference, shall apply to all Parties to this Agreement, subject to the Annex to this Agreement.

Having been someone representative in a union, knowing that you have a legal obligation to represent your members until such time as they're absolutely, positively no longer your members, I see no understanding as to why there would be a need to hold those dues from the union representing those members until such time as the ruling is made, because up until that point, the union absolutely has a legal responsibility to represent the members.
