4. In accordance with their respective responsibilities, the Commission and the Member States, together with the European External Action Service (‘EEAS’) as regards actions in and in relation to third countries, shall ensure coordination between this Regulation and the Specific Regulations, and with other relevant Union policies, strategies and instruments, including those in the framework of the Union’s external action.
4. Dans le respect de leurs compétences respectives, la Commission et les États membres, avec le Service européen pour l’action extérieure (SEAE) lorsqu’il s’agit d’actions menées dans les pays tiers ou les concernant, assurent une coordination entre le présent règlement et les règlements spécifiques, ainsi qu’avec d’autres politiques, stratégies et instruments concernés de l’Union, notamment ceux qui relèvent de l’action extérieure de l’Union.

2. The High Representative shall ensure overall political coordination of the Union’s external action, ensuring the unity, consistency and effectiveness of the Union’s external action, in particular through the following external assistance instruments:
2. Le haut représentant assure la coordination politique d'ensemble de l'action extérieure de l'Union, en veillant à assurer l'unité, la cohérence et l'efficacité de l'action extérieure de l'Union, notamment par le biais des instruments d'aide extérieure suivants:

The EEAS will also support the High Representative in his/her capacity as Vice-President of the Commission, in respect of his/her responsibilities within the Commission for responsibilities incumbent on it in external relations, and in coordinating other aspects of the Union’s external action, without prejudice to the normal tasks of the Commission services.
Le SEAE assistera également le haut représentant dans son rôle de vice-président de la Commission, en ce qui concerne ses responsabilités, au sein de la Commission, pour les responsabilités qui incombent à cette dernière dans le domaine des relations extérieures et de la coordination des autres aspects de l'action extérieure de l'Union, sans préjudice des tâches habituelles des services de la Commission.

The EEAS will support the High Representative, who is also a Vice-President of the Commission and the President of the Foreign Affairs Council, in fulfilling his/her mandate to conduct the Common Foreign and Security Policy (‘CFSP’) of the Union and to ensure the consistency of the Union’s external action as outlined, notably, in Articles 18 and 27 TEU.
Le SEAE assistera le haut représentant, qui est aussi l'un des vice-présidents de la Commission et le président du Conseil des affaires étrangères, aux fins de l'exécution de son mandat consistant à conduire la politique étrangère et de sécurité commune (PESC) de l'Union et à veiller à la cohérence de l'action extérieure de l'Union, comme indiqué notamment aux articles 18 et 27 du TUE.

[8] Article 21(2)(d) and (3) of the Treaty on European Union in the chapter on the general provisions on the Union's external action sets out sustainable development and the eradication of poverty as objectives of the Union's external action and stipulates that the EU shall pursue this objective in the development and implementation of the different areas of the Union's external action and of the external aspects of its other policies.
[8] L’article 21, paragraphe 2, point d), et paragraphe 3, du traité sur l’Union européenne, figurant dans le chapitre concernant les dispositions générales de l’action extérieure de l’Union, retient le développement durable et l'éradication de la pauvreté comme objectifs de l’action extérieure de l’Union et dispose que l’Union poursuivra ces objectifs dans l’élaboration et la mise en œuvre des différents domaines de son action extérieure et des aspects externes de ses autres politiques.
