13. Calls on the Union to apply the principle of ‘conditionality’ and not to commit to aid and loan packages or to a full and detailed free trade agreement until the benchmarks for political stability, such as the settled establishment of elected democratic organs, the rule of law and respect for fundamental rights, have been fulfilled; notes that on 21 August 2013 the Foreign Affairs Council tasked VP/HR Catherine Ashton with reviewing the issue of EU assistance under the European Neighbourhood Policy and the Association Agreement on the basis of Egypt’s commitment to the principles that underpin them and the understanding that the assistance to the most vulnerable groups and civil society will continue;
13. invite l'Union à appliquer le principe de "conditionnalité" et à ne pas s'engager dans des aides ou de prêts, ni dans un accord de libre-échange approfondi et complet tant que les conditions d'une stabilité politique, telles que l'établissement effectif d'organes démocratiques élus, l'état de droit et le respect des droits fondamentaux, n'auront pas été remplies; note que le 21 août 2013, le Conseil "Affaires étrangères" a chargé la VP/HR Catherine Ashton de réexaminer la question de l'aide de l'UE prévue dans le cadre de la politique européenne de voisinage (PEV) et de l'Accord d'association sur la base de l'adhésion de l'Égypte aux principes qui les régissent et étant entendu que l'aide aux groupes les plus vulnérables et à la société civile se poursuivra;

– having regard to the statements by the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) on Bahrain, in particular her statements of 24 November 2011 on the publication of the report of the Bahrain Independent Commission of Inquiry (BICI), of 5 September 2012 on the decisions of the Bahraini Court of Appeal on the cases of Abdulhadi al-Khawaja and 19 other individuals, and of 23 November 2012 on the first anniversary of the publication of the BICI’s report, the statements by her spokesperson of 13 February 2012 on the anniversary of the unrest in Bahrain, of 10 April 2012 on the situation of Abdulhadi al-Khawaja in Bahrain, of 16 August 2012 on the sentencing of Nabeel Rajab in Bahrain and of 24 October 2012 and of 7 November 2012 on the recent violence in Bahrain, and the statements made by the VP/HR at the European Parliament on 12 October 2011 on the situation in Egypt, Syria, Yemen and Bahrain,
