– Mr President, honourable Members, it is a great privilege to deliver the first State of the Union address before this House.

It is very positive to note that our Parliament accepts by an overwhelming majority firstly, that any renationalisation of regional policy would be devastating even to the very existence of the European Union, of which it is a basic connective fabric, secondly, that the so-called statistical effect of enlargement – of any enlargement – would be addressed in such a way as to ensure continuing support for the regions for which it was considered necessary before enlargement, in order not to interrupt their progress towards development, thirdly, that the special regions from the point of view of natural disadvantages will also need to receive special treatment and finally, that the cohesion policy, which is indeed an essential tool to enable the Union to achieve the Lisbon objectives, has provided important results to date. It is therefore worth our while to continue this balanced, balancing, reliable and effective policy.
Il est extrêmement positif de constater que notre Parlement reconnaît à une écrasante majorité, premièrement, qu’une renationalisation de la politique régionale serait désastreuse pour l’existence même de l’Union européenne, dont cette politique représente le tissu élémentaire; deuxièmement, que le phénomène dit d’effet statistique de l’élargissement, de n’importe quel élargissement, sera pris en compte de manière à assurer la poursuite du soutien dans les régions où ce soutien était jugé indispensable avant l’élargissement, afin de ne pas interrompre leur développement; troisièmement, que les régions particulières sur le plan des handicaps naturels doivent également bénéficier d’un traitement spécifique; et, dernièrement, que la politique de cohésion, qui constitue bel et bien un instrument essentiel pour que l’Union dispose de moyens pour réaliser les objectifs de Lisbonne, a apporté à ce jour des résultats considérables.

I addressed this issue before when I was here and I said on that occasion that I am sensitive to this point, both because of where I come from and because of my professional background. In our thinking on this and in the legislation put in place, we will seek to ensure that existing legal systems in the European Union are fully taken into account.
Par le passé, j'ai déjà abordé ce thème en ce lieu et j'ai dit que j'étais sensible à ce point, en raison à la fois de mes origines et de mon expérience professionnelle. I am particularly pleased to have this opportunity to address the House as part of an in-depth debate on this fine project to establish a Charter of Fundamental Rights of the European Union before Parliament adopts its final position on this text.
