According to the Presidency conclusions of the European Council in Tampere of 15 and 16 October 1999, and in particular point (33) thereof, the principle of mutual recognition of judgments and other decisions of judicial authorities should become the cornerstone of judicial cooperation in civil and criminal matters within the Union because enhanced mutual recognition and the necessary approximation of legislation would facilitate cooperation between competent authorities and the judicial protection of individual rights.
Conformément aux conclusions de la présidence du Conseil européen de Tampere des 15 et 16 octobre 1999, et notamment au point 33 de celles-ci, le principe de reconnaissance mutuelle des jugements et autres décisions d’autorités judiciaires devrait devenir la pierre angulaire de la coopération judiciaire en matière civile et pénale au sein de l’Union, car le renforcement de la reconnaissance mutuelle et le nécessaire rapprochement des législations faciliteraient la coopération entre les autorités compétentes et la protection judiciaire des droits des personnes.

In political terms accession means that the European Union reaffirms the pivotal role played by the Convention’s system for the protection of human rights in Europe – in an enlarged Europe, not only in the European Union – but by acceding to this Convention the European Union puts its weight behind the Strasbourg system, and this is a system of external judicial control in the area of fundamental rights because now we are submitting our legal order fully and formally to that control. This, of course, will enhance the credibility both internally and externally of the EU’s very strong commitment to fundamental rights.

I am pleased that the rapporteur supports the decision to reinforce the democratic legitimacy of the Union for the Mediterranean by enhancing the role of the Euro-Mediterranean Parliamentary Assembly. This is because I firmly believe that establishing a serious, lasting partnership ought to go beyond the scope of mere economic cooperation and financial support – although these are undoubtedly important – and should enable the objectives of peace and institutional stability, as well as prosperity and economic growth, to be achieved.
Je suis heureux que le rapporteur soutienne la décision de renforcer la légitimité démocratique de l’Union pour la Méditerranée par le renforcement du rôle de l’Assemblée parlementaire euro-méditerranéenne, et ce parce que je crois fermement que la création d’un partenariat sérieux et durable devrait aller au-delà de la simple coopération économique et du simple soutien financier - qui sont sans aucun doute importants - et devrait permettre de réaliser les objectifs de paix et de stabilité institutionnelle, et de parvenir à la prospérité économique et à la croissance.
