At the Lisbon European Council held on 23 and 24 March 2000, the Heads and State and Government acknowledged that "the European Union is confronted with a quantum leap stemming from globalisation and the new knowledge-driven economy" and set the Union a major strategic goal: "to become the most competitive and dynamic knowledge-driven economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion".
