Any producer or importer for whom a reference value has been determined pursuant to Article 16(1) or (3) and who has been allocated a quota in accordance with Article 16(5), may transfer in the registry referred to in Article 17(1) that quota for all or any quantities to another producer or importer in the Union or to another producer or importer which is represented in the Union by an only representative referred to in the second and third subparagraph of Article 16(5).

Calls on the Commission to consider setting up a specific fund, managed by the European Union, to enable those wishing to leave the system to do so under reasonable conditions, through the voluntary sale of quotas to the European Union at an attractive price, degressive over time, for a limited period, immediately after which these quotas should be abolished; suggests a financing formula which is neutral in budgetary terms and involves stakeholders in the sector and also the market;

Mr Vitorino, I would ask you to communicate to Commissioner Fischler that he should go ahead with his proposal, because it is reasonable, fair, equitable and in accordance with the principles of good governance, which the Court of Auditors called for so strongly, favouring the mutual interests of Greenland and the European Union, and, above all, it is a Europeanist proposal, since it protects the common European interest, unlike the current Miguélez Ramos report, which is anti-Community, since it prevents the Commission from directly defending the common interest of all the Member States in re-allocating unused quotas and obliges it to give in to the desire of certain States which do not use those quotas to negotiate bilaterally.
Monsieur Vitorino, je vous invite à dire au commissaire Fischler qu’il devrait aller de l’avant avec sa proposition, parce qu’elle est raisonnable, juste, équitable et conforme aux principes de bonne gouvernance que la Cour des comptes a réclamés avec tant d’insistance, qu’elle favorise les intérêts mutuels du Groenland et de l’Union européenne et, surtout, qu’il s’agit d’une proposition pro-européenne, puisqu’elle protège l’intérêt européen commun, contrairement à l’actuel rapport Miguélez Ramos, qui est anticommunautaire puisqu’il empêche la Commission de défendre directement l’intérêt commun de tous les États membres en réattribuant les quotas non exploités et l’oblige à céder au désir de certains États qui n’utilisent pas ces quotas de négocier bilatéralement.
