1. Takes the view that it is absolutely vital for the democratic legitimacy of economic and monetary union (EMU) to be improved substantially within the EU’s institutional framework and in line with the Community method; considers that the pieces of legislation based on intergovernmental treaties and implemented during the crisis have hampered the democratic legitimacy of EMU; calls, therefore, for the European Stability Mechanism (ESM) to be integrated as soon as possible into the EU acquis, taking into account that Parliament’s internal rules offer a sufficient margin of manoeuvre to organise, where appropriate, specific forms of differentiation on the basis of political agreement within and among the political groups in order to provide appropriate scrutiny of EMU; also calls for the relevant provisions of the Treaty on Stability, Coordination and Governance (TSCG) to be integrated into the legal framework of the European Union within five years at the latest after its entry into force, and after a comprehensive assessment of its implementation;

6. In the event that the report referred to in paragraph 4 identifies that overall Union trading in any financial instrument carried out under the waivers has exceeded 7,75 % of the total Union trading in the financial instrument, based on the previous 12 months’ trading, ESMA shall publish an additional report within five working days of the 15th on the day of the calendar month in which the report referred to in paragraph 4 is published.
6. 4. ESMA shall publish within five working days of the end of each calendar month, the total volume of Union trading per financial instrument in the previous 12 months, the percentage of trading in a financial instrument carried out across the Union under those waivers and on each trading venue in the previous 12 months, and the methodology that is used to derive those percentages.

(3b) In accordance with points 36 and 38 of the Action Plan of the Council and Commission on how best to implement the provisions of the Treaty of Amsterdam on an area of freedom, security and justice - Text Adopted by the Justice and Home Affairs Council of 3 December 1998 (1) , the European Union is to adopt, on the one hand, an instrument on the lawful status of legal immigrants within two years of the Treaty of Amsterdam entering into force, and in addition, within five years of this, rules on the conditions of entry and residence, and standards on procedures for the issue by Member States of long-term visas and resident permits, including those for the purposes of family reunion. __________ (1) OJ C 19, 23.1.1999, p. 1.

(1) In accordance with the Action Plan of the Council and the Commission on how best to implement the provisions of the Treaty of Amsterdam on an area of freedom, security and justice, in particular points 19 and 51(c), within five years following entry into force of the Treaty, the question of victim support should be addressed, by making a comparative survey of victim compensation schemes and by assessing the feasibility of taking action within the European Union.
