The present Convention shall be open for signature by all States Members of the United Nations or of any of the specialized agencies or Parties to the Statute of the International Court of Justice, and by any other State invited by the General Assembly of the United Nations to become a Party to the Convention, as follows: until 31 October 1961 at the Federal Ministry for Foreign Affairs of Austria and subsequently, until 31 March 1962, at the United Nations Headquarters in New York.

(2) A forward-facing child restraint system is not required to conform to the requirements of paragraphs 215(1)(e) and (f) if the target point located on either side of the head of the heaviest of the anthropomorphic test devices used in the dynamic test — other than an anthropomorphic test device specified in subpart I, N or S, part 572, chapter V, title 49 of the Code of Federal Regulations of the United States (revised as of October 1, 2012) — and located on the transverse axis passing through the centre of mass of the device’s head and perpendicular to the head’s midsagittal plane is below a horizontal plane tangent to the top of the standard seat assembly when the anthropomorphic test device is positioned in the restraint system in accordance with subsection 4.4.2 or 4.5.2 of Test Method 213 and the restraint system is installed on the standard seat assembly in accordance with subsection 4.4.1 or 4.5.1 of Test Method 213.

A body belonging to a business association or professional federation representing undertakings involved in the design, manufacturing, provision, assembly, use or maintenance of vehicles, systems, components or separate technical units which it assesses, tests or inspects may, on condition that its independence and the absence of any conflict of interest are demonstrated, be considered as fulfilling the requirements of the first subparagraph.

On November 7, 2003, to mark the 70th anniversary of the great famine, 25 states, including Canada, the Russian Federation, Ukraine and the United States of America, co-sponsored a joint statement within the United Nations General Assembly to officially recognize the great famine as the national tragedy of the Ukrainian people.

In this context the Council notes with interest the Memorandum of Understanding on Notifications of Missile Launches between the United States of America and the Russian Federation, issued as United Nations General Assembly document A/55/807 of 27 February 2001 and the establishment of a US-Russian Joint Data Exchange Centre (JDEC), as well as the stated intention of those states to eventually invite other states to avail themselves of these mechanisms.
Dans ce contexte, Le Conseil prend note avec intérêt du mémorandum d'accord entre les États-Unis d'Amérique et la Fédération de Russie sur la notification des lancements de missiles, diffusé en tant que document de l'Assemblée générale des Nations Unies du 27 février 2001 sous la cote A/55/807; il prend note aussi de la mise en place d'un centre commun États-Unis/Russie pour l'échange de données (CCED), ainsi que de l'intention déclarée de ces États d'inviter, à terme, d'autres pays à recourir à ces mécanismes.
