Overseas countries and territories (OCTs) are islands located in the Atlantic, Antarctic, Arctic, Caribbean, Indian Ocean and Pacific regions that constitutionally depend on four EU Member States: Denmark, France, the Netherlands and the United Kingdom.
Les pays et territoires d’outre-mer (PTOM) sont des îles, situées dans les régions de l’Atlantique, de l’Antarctique, de l’Arctique, des Caraïbes, de l’océan Indien et du Pacifique, qui dépendent constitutionnellement de quatre États membres: le Danemark, la France, les Pays-Bas et le Royaume-Uni.

‘ “Territory” means, for the United States, the land areas (mainland and islands), internal waters and territorial sea under its sovereignty or jurisdiction, and, for the European Union and its Member States, the land areas (mainland and islands), internal waters and territorial sea in which the Agreement on the European Economic Area is applied and under the conditions laid down in that agreement and any successor instrument, with the exception of the land areas and internal waters under the sovereignty or jurisdiction of the Principality of Liechtenstein; application of this Agreement to Gibraltar airport is understood to be without prejudice to the respective legal positions of the Kingdom of Spain and the United Kingdom with regard to the dispute over sovereignty over the territory in which the airport is situated, and to the continuing suspension of Gibraltar Airport from European Union aviation measures existing as at 18 September 2006 as between Member States, in accordance with the Ministerial statement on Gibraltar Airport agreed in Córdoba on 18 September 2006; and’.

In respect of the Treaties and the Treaty establishing the European Atomic Energy Community, and in any of the acts deriving from those Treaties or continued in force by those Treaties, the United Kingdom reiterates the Declaration it made on 31 December 1982 on the definition of the term "nationals" with the exception that the reference to "British Dependent Territories Citizens" shall be read as meaning "British overseas territories citizens".

This challenge is, however, made difficult by the lack of homogeneity among the OCTs and by the structural handicaps that are physically curbing their development: about twenty countries linked with four Member States – The United Kingdom, the Netherlands, Denmark and France –, mostly small and island countries, with the notable exception of Greenland, very remote from the European continent, characterised by an extreme economic and social diversity (the richest are within the Community average, while the poorest are really under-developed), and also by diversity of status in terms of the relations that the overseas countries and territories have forged during their history with their mainland, relations characterised by considerable independence for some and major State supervision for others.
