Those requirements include a valid anti-rabies vaccination carried out on the pet animals in question with vaccines complying with the minimum standards laid down in the relevant Chapter of the Manual of Diagnostic Tests and Vaccines for Terrestrial Animals of the World Organisation for Animal Health (OIE), or for which a marketing authorisation has been granted in accordance with either Directive 2001/82/EC or Regulation (EC) No 726/2004 .Those vaccines have proven to be effective in protecting animals against rabies and form part of the validity requirements for the anti-rabies vaccination set out in Annex Ib to Regulation (EC) No 998/2003.

Regulation (EU) No 576/2013 provides that dogs, cats and ferrets are not to be moved into a Member State from another Member State or from territories or third countries unless they have received an anti-rabies vaccination that complies with the validity requirements set out in Annex III thereto. However, the movement of young dogs, cats and ferrets which are not vaccinated or do not meet the validity requirements set out in Annex III thereto may be authorised from Member States or from territories or third countries listed pursuant to Article 13 of Regulation (EU) No 576/2013, where, inter alia, the owner or the authorised person provides a signed declaration that from birth until the time of the non-commercial movement the pet animals have had no contact with wild animals of species susceptible to rabies.
Le règlement (UE) no 576/2013 prévoit que les chiens, les chats et les furets ne peuvent pas être introduits dans un État membre depuis un autre État membre ou depuis des territoires ou des pays tiers à moins d’avoir fait l’objet d’une vaccination antirabique répondant aux exigences de validité énoncées à son annexe III. Cependant, les mouvements à destination d’un État membre de jeunes chiens, chats et furets qui ne sont pas vaccinés ou ne répondent pas aux exigences de validité énoncées à l’annexe III dudit règlement et qui proviennent d’États membres ou de territoires ou de pays tiers inscrits sur la liste conformément à l’article 13 du règlement (UE) no 576/2013 peuvent être autorisés, notamment lorsque le propriétaire ou la personne autorisée fournit une déclaration signée établissant que, depuis leur naissance et jusqu’à leur mouvement non commercial, les animaux de compagnie n’ont pas été en contact avec des animaux sauvages d’espèces sensibles à la rage.

(1) or [II.3.1 the animals described in Box I.28 come from, or are scheduled to transit through, a territory or third country other than those listed in Annex II to Implementing Regulation (EU) No 577/2013 and a rabies antibody titration test (8), carried out on a blood sample taken by the veterinarian authorised by the competent authority on the date indicated in the table below not less than 30 days after the preceding vaccination and at least 3 months prior to the date of issue of this certificate, proved an antibody titre equal to or greater than 0,5 IU/ml (9) and any subsequent revaccination was carried out within the period of validity of the preceding vaccination (6), and the details of the current anti-rabies vaccination and the date of sampling for testing the immune response are provided in the table below:

Those Member States are listed in Part A of Annex II to Regulation (EC) No 998/2003 and were to apply until 31 December 2011, in addition to a valid anti-rabies vaccination, a pre-entry check on the effectiveness of the anti-rabies vaccination to pet dogs and cats coming from the other Member States and certain third countries and territories in accordance with national rules.

The rapporteur therefore suggests clarifying this situation for all actors by also allowing young animals between 12 and 16 weeks of age to be exempted from the validity requirements of the anti-rabies vaccination set out in Annex IV.

(21) In order to simplify the conditions for the non-commercial movement of pet animals of the species listed in Part A of Annex I between Member States of equivalent favourable status with regard to rabies and posing a negligibly low risk of introducing rabies, this Regulation should also provide for the possibility to adopt conditions for derogating from the anti-rabies vaccination requirement.
(21) Pour simplifier les conditions applicables aux mouvements non commerciaux d’animaux de compagnie des espèces répertoriées à l’annexe I, partie A, entre des États membres dont le statut au regard de la rage est équivalent et où le risque d'introduction de la rage est négligeable, il convient que le présent règlement prévoie aussi la possibilité d’adopter des conditions de dérogation à l’obligation de vaccination antirabique.
