The European Commission has approved a plan to orderly wind down the Austrian bank Hypo Group Alpe Adria (HGAA).

On 5 July 2010 the Commission received notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1). Under § 1 of the Austrian Act on measures to ensure the stability of the financial market, the Austrian Federal Minister for Finance acquired for the Republic of Austria, within the meaning of Article 3(1)(b) of the Merger Regulation, control of the whole of Hypo Alpe Adria Bank International AG (‘HGAA’, Austria) by way of purchase of shares.

Substantial backing was provided for Italian SMEs, in cooperation with the domestic banking sector. The EIB concluded 21 global loans for a total EUR 2.5 billion, including 17 targeting SMEs, and four dedicated loans: two for small and medium-scale infrastructure, one for the audiovisual sector and medium-scale projects in the renewable energy sector. A global loan is a credit line advanced by the EIB to a financial institution for on-lending to SMEs. A successful effort was also made to further diversify financial intermediaries in favour of regional institutions (Cassa di Risparmio di Ferrara, Hypo Alpe Adria Bank and Banca delle Marche).
Un appui important a été fourni aux PME italiennes en collaboration avec le secteur bancaire du pays. La BEI a mis sur pied 21 opérations de prêt global totalisant 2,5 milliards d'EUR, dont 17 en faveur de PME et 4 prêts à finalité spécifique : deux de ces prêts portaient sur des projets d'infrastructure de petite et moyenne dimension, le troisième concernait le secteur audio-visuel, et le quatrième des projets de moyenne dimension dans le secteur des énergies renouvelables. Un prêt global est un mécanisme par lequel la BEI accorde une ligne de crédit à une institution financière qui est chargée d'en rétrocéder les fonds à des PME. Des efforts, couronnés de succès, ont été également déployés dans le but de poursuivre la diversification du groupe des intermédiaires financiers en y incluant des institutions régionales (Cassa di Risparmio di Ferrara, Hypo Alpe Adria Banca et Banca delle Marche).
