The notice of initiation of the proceedings shall announce the initiation of an investigation, indicate the product and countries concerned, give a summary of the information received, and provide that all relevant information is to be communicated to the Commission; it shall state the periods within which interested parties may make themselves known, present their views in writing and submit information if such views and information are to be taken into account during the investigation; it shall also state the period within which interested parties may apply to be heard by the Commission in accordance with Article 6(5).

The Commission will as soon as possible, in close co-operation with the European Parliament, and after consulting the Presidency in office of the EU Speakers’ Conference and the Presidential Troika of COSAC, invite the National Parliaments of the Member States to a forum in Brussels. The purpose will be to discuss the National Parliaments’ contributions during the period of reflection, exchange views on national experiences and best practices, and examine possible co-operation and joint actions with and/or support from the EU Institutions during this period.
Dès que possible, la Commission, en étroite coopération avec le Parlement européen, et après consultation de la présidence en exercice de la Conférence des présidents des parlements de l’UE ainsi que de la troïka présidant la COSAC, conviera les parlements nationaux à un forum à Bruxelles, en vue d’un débat sur la contribution qu’ils pourraient apporter à la période de réflexion, d’un échange de vues sur les expériences et meilleures pratiques nationales et d’un examen des possibilités de coopération et d’actions communes durant la période de réflexion avec, éventuellement, le soutien des institutions européennes.

The notice of initiation of the proceedings shall announce the initiation of an investigation, indicate the scope of the investigation, the air services on the routes concerned, the countries whose governments allegedly granted the subsidies or license the air carriers allegedly engaged in unfair pricing practices and the period within which interested parties may make themselves known, present their views in writing and submit information, if such views are to be taken into account during the investigation; the notice shall also state the period within which interested parties may apply to be heard by the Commission.

L'avis d'ouverture de la procédure annonce l'ouverture d'une enquête, indique le domaine couvert par l'enquête, les services de transport aériens visés sur les routes concernées, les pays dont les pouvoirs publics ont prétendument octroyé les subventions ou accordé une licence aux transporteurs aériens mettant prétendument en oeuvre des pratiques tarifaires déloyales ainsi que le délai dans lequel les parties intéressées peuvent se faire connaître, présenter leur point de vue par écrit et fournir des renseignements, si ces arguments doivent être pris en compte au cours de l'enquête. (14) The Commission and the competent authorities of the Member States should together form a network of public authorities, applying their respective competences in close cooperation, using efficient arrangements for information-sharing and consultation, with a view to ensuring that a case is dealt with by the most appropriate authority, in the light of the principle of subsidiarity and with a view to ensuring that multiple notifications of a given concentration are avoided to the greatest extent possible.
(14) La Commission et les autorités compétentes des États membres devraient former ensemble un réseau d'autorités publiques utilisant leurs compétences respectives en étroite coopération à l'aide de mécanismes efficaces d'échange d'informations et de consultation, en vue de garantir qu'une affaire est traitée par l'autorité la plus appropriée, à la lumière du principe de subsidiarité et de manière à garantir que des notifications multiples d'une concentration donnée sont évitées dans toute la mesure du possible.

'(a) initiate a proceeding within one month of the lodging of the complaint and publish a notice in the Official Journal of the European Communities; such notice shall indicate the product and countries concerned, give a summary of the information received, and provide that all relevant information is to be communicated to the Commission; it shall state the periods within which interested parties may make their views known in writing and submit information if such views and information are to be taken into account during the investigation; it shall also state the period within which interested parties may apply to be heard orally by the Commission in accordance with paragraph 5 of this Article'.
