Definition: Disorders characterized by a repetitive and persistent pattern of dissocial, aggressive, or defiant conduct. Such behaviour should amount to major violations of age-appropriate social expectations; it should therefore be more severe than ordinary childish mischief or adolescent rebelliousness and should imply an enduring pattern of behaviour (six months or longer). Features of conduct disorder can also be symptomatic of other psychiatric conditions, in which case the underlying diagnosis should be preferred. Examples of the behaviours on which the diagnosis is based include excessive levels of fighting or bullying, cruelty to other people or animals, severe destructiveness to property, fire-setting, stealing, repeated lying, truancy from school and running away from home, unusually frequent and severe temper tantrums, and disobedience. Any one of these behaviours, if marked, is sufficient for the diagnosis, but isolated dissocial acts are not.
Définition: Troubles caractérisés par un ensemble de conduites dyssociales, agressives ou provocatrices, répétitives et persistantes, dans lesquelles sont bafouées les règles sociales correspondant à l'âge de l'enfant. Ces troubles dépassent ainsi largement le cadre des mauvaises blagues ou mauvais tours des enfants et les attitudes habituelles de rébellion de l'adolescent. Ils impliquent, par ailleurs, la notion d'un mode de fonctionnement persistant (pendant au moins six mois). Les caractéristiques d'un trouble des conduites peuvent être symptomatiques d'une autre affection psychiatrique; dans cette éventualité, ce dernier diagnostic doit être codé. Calls on the Qatari authorities to effectively implement existing legislation in this field, including by enforcing the ban on confiscating passports, by prosecuting violations and by imposing meaningful sanctions on companies and individuals who violate laws designed to protect migrants’ rights; welcomes the Qatari authorities’ commitment to adopt legislation on domestic workers that includes meaningful protection of labour rights and effective compliance mechanisms; calls, in this connection, for the speedy adoption of the draft law on domestic workers that is currently being debated by the Supreme Council of Family Affairs; notes that the majority of domestic workers are women;

Welcomes the fact that the definition of CSR set out in the Commission communication, which reflects the new approach first adopted by the Commission in the Multi-stakeholder Forum in 2009, provides an indispensable opportunity for inclusion and consensus-building, and properly reflects the new consensus reached between business and other stakeholders on this issue thanks to the unanimous agreement of the UN Guiding Principles and other instruments such as the ISO 26000 guidance standard on social responsibility; welcomes the integration of social, environmental, ethical and human rights concerns into business operations; insists that the Commission must differentiate more between: (1) charitable acts by businesses; (2) social acts by businesses based on laws, rules and international standards; and (3) anti-social acts by businesses which violate laws, rules and international standards and are criminal and exploitative, such as child or forced labour, and which should be strongly condemned;

The courts and the competent public authorities should treat claims for injunctive orders requiring cessation of or prohibiting a violation of rights granted under Union law with all due expediency, where appropriate by way of summary proceedings, in order to prevent any or further harm causing damage because of such violation.

Each Party shall take the necessary measures to require that employees of a facility and members of the public who report a violation by a facility of national laws implementing this Protocol to public authorities are not penalised, persecuted or harassed by that facility or public authorities for their actions in reporting the violation.
