Subsequent to the adoption of Leonardo da Vinci II in April 1999, a number of policy initiatives have been launched with a major impact on vocational training policy and consequently on Leonardo da Vinci II : the Lisbon strategy of March 2000, which accords an important role to education and training for the achievement of its goals [4]; the communication of the Commission on 'Making a European Area of Lifelong Learning a Reality' [5], setting a new paradigm for education and training; the report of the Education Council and the European Commission on the common objectives of education and training systems [6], and the subsequent detailed work programme [7]; the Council resolution of November 2002 on enhanced European co-operation in Vocational Education and Training (VET) [8] extended by the subsequent Copenhagen declaration that was adopted by 31 Ministers, the Commission and the social partners at European level; the Action Plan for the promotion of language learning and linguistic diversity [9], adopted by the Commission in July 2003 and based on the experience of the European Year of languages.

Established to assist the Commission in implementing a Community vocational training policy, the Advisory Committee on Vocational Training consists of three members per Member State, representing the interests of the national government, trade unions and employers' organisations respectively.

(2) Whereas the Council, in its Decision 63/266/EEC (4), adopted the general principles and set a number of fundamental objectives for implementing a common vocational training policy; whereas by Decision 94/819/EC (5) it adopted the Leonardo da Vinci programme for the implementation of a vocational training policy of the European Community;

Whereas the Council, in its resolution of 21 January 1974 (4) concerning a social action programme, made one of the objectives of that programme the implementation of a common vocational training policy with a view to attaining progressively the principal objectives thereof, especially approximation of training standards, in particular by setting up a European Vocational Training Centre ; whereas, furthermore, the Council decided that this objective should be given priority;

Whereas the general principles for implementing a common vocational training policy should apply to all vocational training of young persons and adults who might be or already are employed in posts up to supervisory level; and whereas special importance should be attached to the basic and advanced training of teachers and instructors;
