H. whereas on 24 April 2013, the ‘Understanding for a Practical Arrangement on Payments to the Victims of the Rana Plaza Accidents and their Families’ (Donor Trust Fund), to compensate the victims of the disaster and their families, was signed by the representatives of the Government of Bangladesh, local garment manufacturers and international garment brands, local and international trade unions and international NGOs; whereas the amount determined to cover the costs of all claims is USD 30 million; whereas, as of the second anniversary of the disaster, the total amount raised by voluntary corporate contributions was around USD 27 million, thus leaving 3 million outstanding;

I. whereas on 24 April 2013, the Rana Plaza Arrangement (Compensation Fund) to compensate the victims of the disaster and their families was signed by the representatives of the Government of Bangladesh, local garment manufacturers and international garment brands, local and international trade unions and international NGOs; whereas the amount determined to cover the costs of all claims is USD 30 million; whereas, as of 24 April 2015, the total amount raised by voluntary corporate contributions was around USD 27 million, leaving 3 million outstanding; whereas it will not be possible to pay the medical costs of those victims requiring long-term medical care if the fund remains underfinanced;

WELCOMING the successful and substantial third replenishment of the Global Environment Facility, completed in Washington on 7 August 2002 with a historically high level amounting to USD 2.92 billion , as well as the announcement by a number of EU Member States to take action to ensure additional voluntary contributions totalling USD 80 million, allowing the third replenishment of the GEF to reach its original objective of USD 3 billion, and NOTING with satisfaction the increased level of funds which is thereby made available for activities addressing global environment problems, including climate change;

If procedures must be rationalised and simplified, two forms of injustice arise from the reform of the system in favour of the total communitisation and budgetisation of aid: firstly, the fall in overall funding resulting from the removal of the psychological factor, which meant that voluntary contributions tended be the most generous; and secondly, labelling a major part of cooperation policy ‘European’ serves to make action less visible, and, accordingly, reduce the influence of the principal donors in the region in question.
